Senate Bill 5060 and House Bill 1383

Today the Adult Family Home Council is sending a letter to the Chairs of the health care committees asking them not to consider Senate Bill 5060 and House Bill 1383.

These bills would have a negative impact on the further development of adult family homes as well as an impact to current providers. We urge adult family home operators to comment on these bills.

I write to you in regards to Senate Bill 5060 and House Bill 1383. These bills would create unnecessary restrictions on adult family homes. The same chapter of statute the bills propose to amend, already state that any restrictions or prohibitions of the use of property for an adult family home (RCW 70.128):
(i) Are contrary to the public interest served by establishing adult family homes and
(ii) Discriminate against individuals with disabilities in violation of RCW 49.60.224.

In addition, these bills are contrary to the continued development of Washington’s nationally recognized long term care system. We face an increased demand for care and caregivers we will likely be unable to meet. Now is not the time for needlessly limiting options.

Finally, this bill does not make provisions for many businesses that would be in violation of this proposed statute change. This bill would actually reduce the available resources and cause some business to close.

I urge you to oppose these bills

  1. I oppose these bills. It is very obvious to me that this can put everyone at risk especially the vulnerable adults who have to be moved out of one place to another. Not to mention that most of these vulnerable adults have dementia, depression, anxiety, fear, paranoia related to the disease process will be given more stress affecting their health due to the result of these bills. The effect of passing these bills also affect the families, the staff and providers who are all considered as one team.
    Again, please listen to us who are the ones directly involve in caring these vulnerable adults who can be very much affected.
