The 2017-2019 State budget funds AFH rate increases

After three special sessions and on the brink of a partial government shutdown, the state legislature has proposed an operating budget for 2017-2019 biennium.  To review a copy of the budget you can visit the Legislative Evaluation and Accountability Program Committee website

The good news for AFH providers is that this proposal fully funds the rate increases negotiated by the Adult Family Home Council. Those increases vary by classification with some increasing by as much as 39%.  The average increase is 16%.  The contract also includes increases to specialty contracts (ECS, SBS, PDN, HIV/AIDS and MHBA for example.) Details of the contract are available to view in the Council’s online document library.  You must be a member and have registered on the website to access the document library.

These rate increases are an important step toward our ongoing goal of fair pay for the amazing and selfless work adult family homes provide to the community.

    Kendra Cruze had been accessing our people and had literally cut all if our people rate in the last. Just prior to this ruling.

    I’m elated and at the same time vigilante about the way Vinh and Kendra has really created an injustice.
    We will continue to work this.

    reservations to our esteemed Clients.And you continue fighting for us.Q When the average increase
    16%, what is the lowest percentage increase?

    1. In 2014 the US Supreme Court ruled (Harris v. Quinn) that requirements to pay for representation could not be mandated. So that means, while the Council still has an obligation to represent every AFH receiving a Medicaid dollar, each home can decide if they want to pay for that cost. However, the Council’s success in representing the AFHs of Washington is dependent on homes participating as dues paying members to keep the fight for fair pay and reasonable working conditions moving forward.

  11. Great work AFHC team.!!!! We could do so much more if all homes would consider becoming members and sharing the burden of costs to all the hard work that is done. The fight we have to be recognized by the state and all Washington communities is not FREE! Please encourage your friends to join and to get on board with the other ADULT FAMILY HOME COUNCIL members who have wisely CHOSEN to be members, so we can continue to slow down regulation and increase rates. We must all be in the fight together.

The conversations I have had with your members the last couple of years left no doubt there was a strong need to increase the rates paid for serving this population. Your perseverance in this climate of uncertainty of how to pay for health care services has improved conditions for your members. There will always be more to do but this is a great start!
